Portland, Oregon converting office buildings. . .
Into shelter for the homeless. . .
So if your business is inside a partially converted, or next to a converted office building for the down trodden and somehow the tax paying residents are supposed to go to or stay in, the downtown district. This is supposed to draw people back into downtown.
Somehow I don't see it.
