How do you remove the lift arms when they are frozen to the shaft?

I use as much penetrating oil as you can get in there. A gear puller, tap on it with a hammer and keep lots of tension on the puller. more oil, tap on it with a hammer, more tension on puller. keep at it till it gives up and comes off.
