Not good news. The gears in the steering are worn out. There is little or no adjustment for wear. To fix this you have to remove the steering gear housing from the transmission. You can leave the top of the transmission in place, but the housing above the split line through the bearings for the steering arms has to come off. This means pulling the hood and disconnecting all the linkages and wiring.
Get a parts manual and the shop manual. At least a FO4 manual. This will tell you the parts you need and how to do it.
The parts a somewhat expensive, but are available. The sectors wear near the center of the gear, so they will be loose in the center while tighter at the ends. The pinion wears all over, and is usually the first thing to go. It is tempting to just get the pinion, and reuse the sectors, but 9 times out of 10 you will have sloppy steering near the straight ahead position, and will kick yourself for not doing it right.
Be sure to replace any bearings that are the slightest bit loose, and all the seals and gaskets.
It is not a difficult job, just time consuming. You don't want to have to do it over!
