The 9N starter button acts on a mechanism inside the steering/transmission top plate that actuates a push rod running to the switch below the battery platform where the wires connect. Something may be amiss anywhere along that chain of parts. Could be the electrical switch or could be under the push button in the mechanism that is preventing the pushrod from fully depressing the electrical switch. A 9N or 2N manual that you can download on to your computer from the manuals section of this forum will show a picture of the whole mechanism. Getting into it might mean removal of the hood and pulling the dash off.
