There are a couple of ways to turn off a diesel engine, other than stalling it or letting it run out of fuel. If it turns off with the key, that engine may use an electric stop/shut-off valve. Or, it could use a manual shutoff that operates like an old-fashioned choke cable on a carb. I don't know what the model 1900 uses but given it's a Japanese diesel I would suspect an electric shut-off. When you apply power, it withdraws and holds back an internal piston from an air port. When you turn the key, the piston then is released and seals the port and shuts the engine down. If it's defective, it won't withdraw the piston and allow the engine to start. He's checked the basics and this is one more thing that he might want to check.
