It's not necessary to remove the axles & housings. To do the best job that will last longer than you, I would pull the PTO shaft, drop the hydraulic pump (careful, it's heavier than you might expect), and remove the round inspection cover on the right side. Get some solvent, a bunch of nasty rags that you will throw away, something to scrape with (a Bondo spreader, piece of wood, etc.), and a light. Spray the solvent, let it work and then get to it. It's gonna be a nasty job that you probably won't want to do again, but when done you won't ever have to worry about it again.

While the pump is out, clean it well and replace the safety valve before reinstalling it.
