I can't tell you positively, but Ford often marked their tools used in production. They could have been used in an upholstery department. The scissors may have been stolen or thrown away. Ford even had eating utensils in their employee cafeterias marked "Ford".
Looking at my son's 1942 Ford GPW (Jeep) all of the bolts had a script F on the head.
