When you look for fuel coming out of plug on bottom of fuel bowl, you need to time how long it takes to fill a pint bottle (typically ~ 2 minutes). If you just look for fuel, you may see that carb bowl has fuel, but it may have a restriction up stream. So when you start it, it runs until carb bowl is empty or too low to run, then when off, it very slowly re-fills.
