8N motor not decelerating

1949 front distributor, 6V 8N. Started tractor recently and accelerated with throttle as per normal operation. When I tried to slow motor down, there was no response using throttle. I had to pull back on the inner (toward engine block) of the two levers on the distributor to slow down the motor. Turned off the motor and restarted with the same outcome several times. Checked the throttle linkage, nothing missing or disconnected. Does this indicate itís time to rebuild the governor, and if so, which part(s) would be needed? Thanks for your thoughts.
