Can I cut it off with a cutting wheel?

Yes, done it. Sometimes the roll pins supplied with the ORC are poor quality.
The last one I bought I could not get the pin in. Bore inside was too short.
Let tractor idle with PTO engaged, used angle grinder to remove approx. 0.040 from end of PTO shaft to make it fit. Now I use
95755A477 Heavy Duty Coiled Spring Pin, 1070-1095 Carbon Steel, 5/16" Diameter, 2" Long, Packs of 1 from McMaster as I don't trust pins supplied with ORC any more.
