This is just a WAG, but perhaps the ORC is rusted to the PTO gear. If you are not in a huge hurry to get the ORC off, you could try squirting penetrating oil, or even better a 50/50 mix of Acetone and automatic transmission fluid, into one of the holes and give it time to work. After a bit, you could tap on the outside of the ORC with a hammer to create some vibrations to help break the rust. Rinse and repeat a few times over the next day or so and see if you can rotate the ORC to line up the holes and drive the drift pin out to remove it. Good luck with it!
