They're generally referred to as "limiter chains." If you search for them here on the Forum Archives and over at some of the other tractor sites, you can find some good documentation on how to make yourself a set. The main principle behind them is that they connect the ends of the lift arms to rigid point on the tractor (I use the top link). By setting the chains to a certain length, you prevent the bushhog from dropping below a certain height--generally you set them so the bush hog rests at the height you want to mow at.

Also--you can start the blades with it on the ground. As long as your side skids are intact, they should keep the blade off of the ground. If they don't, you need to fix that.
