Delaware has long been the "preferred" state of incorporation since winning the "Race To The Bottom" over a century ago.
State of incorporation does not mean that a corporation has a physical presence in Delaware, and the overwhelming majority of Delaware incorporated corporations do not.
That said, Delaware receives millions in fees of various nature from such corporations even those with no physical presence therein.
Yes, corporations, both those having a physical presence therein and those that do not, are fleeing Delaware for more business friendly (red) states.
Expect such to continue.
