The first thing I would do, assuming you don't want to replace the plate, is remove the lubrication from it and see if that helps. If not, follow the throttle rod down behind the air cleaner (may need to remove the air cleaner to get to it) and you will see that it is held by a pinch bolt that connects it to the carb linkage. You can loosen that pinch bolt and see if you can push the throttle rod down a little more to provide more friction against the throttle plate.
