2n with 241b carburetor. Starts and idles fine but hits full rpms halfway through throttle travel. Other info: compression average 110, vacuum 19psi jittering 1/2 point either way. Professionally rebuilt governor added a couple of years ago. tractor has set in the shop for about a year as several other issues were addressed. charging system excellent, 6 volt dika battery dated 2017.

"Hits full throttle" Does that mean 2200 rpm or it just won't increase after the throttle is at mid point?

from idle to full rpms on first half of throttle arm travel.

Governor spring too stiff?? Just a guess.
