Ford 860 clutch adjustment

Putting a new clutch in my 860. It has the dual stage clutch for the live PTO.
The shop manual shows adjusting the fingers with some special tool.
Is there a way to do this without the tool? Or should I even worry about it since it's a whole new clutch assembly?
