9N only runs smooth with choke out

9N ran fine last week, now sputtering and loss of power. Will run smoother with choke out but still lacks power.
Thought gas might be old, drained tank but did not flush tank. Flow good at sediment bowl, screen clean. In-line filter into carb clean. That's as far as I've gotten troubleshooting. Any ideas?
