So, if generator motoring is not a conclusive procedure to test, if only, the generator is working properly ,then the original question is what is the best procedure.
The generators needs to be tested as a single unit.
The first step is to polarize the generator and verify it is polarized correclty using the needle type VOM
The VR needs to be tested as a single unit
and
the generator/VR/battery system need to be tested all together,
