Yeah.. I would not use it as it is. I have seen relay's short out and make the starter motor run.
I'd be inclined to grind off the rivit heads if this one was that type and take a look inside. if it is a failed insulation grommet.. it MAY be repairable and re-rivited as a spare... all depends on what the innards look like. might just be cheap chinese junk ...
