Jason, if you want to learn to weld a course at a community college is a very good starting place.As for what to buy, a small MIG welder with a gas tank is probably the least you should consider. MIG welding is very easy to learn as compared to arc welding.If you don't have gas and just use flux core wire the welds aren't as smooth and you have flux to clean.However if you are going to be welding outside where it is windy then flux core wire is almost a necessity. With a 110 V small shop welder you should be able to do most light repair and fabrication welding.Opinions expressed by myself are subject to amendment by other board participants.
