Oil is incompressible. The stated pressure ratings of pumps is reflective of the mechanical pressure limits of the pumping mechanism and housing and the input power that can be applied to it. That is why bigger pumps and more complex lighter weight pumping mechanisms like vanes and pistons tend to have lower operational ratings than gear pumps. There is sually two numbers given - one for momentary or intermittent operation and one for constant operation. Dead head any of those pumps and they will produce pressures well beyond their operational ratings and very quickly self destruct. That is why a well designed hydraulic system always incorporates a safety pressure relief valve set to the maximum operational pressure rating of the weakest system component.
