The shim goes between the inside of the lever assembly and the outside of where it fits on the body assembly. The stock I used was probably the thickness of a aluminum soda can. You could probably even make a shim from the can just cut it to fit. In the photo you can see how the lever assembly fits over the body. You could just wrap the shim around that and install the lever assembly.
