Distributor or Governor

My 52 8N side mount with tach needs a bit of work.. Runs reliably but doesn't like to load.
When I throttle up fast, or start under load, she stalls... But a timely tug on the choke cures her and she's off and running. This is an every time thing and grabbing the choke is second nature now.

I want to say governor, because its throttle related and fixes with the choke.. Thoughts?

I have a window between plowing snow and mowing grass and for this year going to focus on the rear axle and...
