I am working through a few "performance" issues with this 9N I work on. Ex. - starting on a slight slope, in first gear, the tractor wants to stall. When I apply a little bit of choke, it takes off. Get to level ground and it runs right along in any gear. Add any load and it bogs, and when I apply choke it picks up. My first guess is a governor issue. Before I tear into the governor, I would like input from the group.
