Here is a shot of the ball in the lever arm. This one is pretty flat and would probably work better if replaced or rotated to a round side.

Here are the parts that need to come off the bottom of the lever shaft. The coil spring is supposed to keep tension on the lever so that the ball is pushing against the plate. If your coil spring is broken or missing, that could be your problem, too.

The little hole in the end of the lower arm is for a throttle compensating spring. If that is missing, it could impact function of the throttle arm, too.

And here's the whole assembly after being pulled out of the dash. There is another bracket not shown here that bolts to the tractor that the shaft rides in. I don't see any reason why you would need to remove that bracket anyway.
