the cotter key and thephilips head screw I've never seen before, Normally you just have to hold the barrel on the end of the rod, pull back on the rod and slip the barrel while you have the rod pulled back onto the ball fitting on the levers from the gov and carb. whats the make of the tractor, 8N?
