Not always a 100%. Parts books were updated and revised very frequently by both Ford Tractor as well as its distributor. What you posted is just one variation of headlight kit. Example, there were kits with just headlights, kits with headlights and worklight etc, kits varied over the years, the pictured kit likely was from later years as a kit of any specific year would not be noted simply 1939-1949. Also, lights and parts were also listed individually. One light available after 1950 was the sealed beam worklight,then a kit to convert the older incandescent worklight to the sealed beam style. I recall that one well as I had the box for many years saving the old bulb and clips from our 1950 in case they were needed. I have never seen that light or kit in any parts book.
