A dwell meter was ideal for setting points in pre HEI GM engines.
Simply start the engine, insert allen wrench or flexible point setting tool through the window in the distributor cap and adjust to 30 degrees dwell for V8 engines, 45 degrees for 6 cylinder engines or 60 degrees for 4 cylinder engines.
