Found the problem

Before taking it all apart I did some thinking. The previous owner installed a bypass to run a log splitter with a diverter valve. Wwithout the splitter connected, if the valve is turned it should basically block the pump and I should hear it strain against the dead end thus verifying if I have pressure. It didn't seem to make any difference so I knew I didn't have any pressure. I grabbed a light and happened to stand at just the right angle where I could see the crank shaft spinning and the pump shaft barely turning. I tried tightening the set screws and the bucket lifted a bit. I looked at the flange again and saw it smoking from the PB Blaster I sprayed on the screws to free them. I knew it was getting hot from spinning.

Seems the woodruff key is either not there or sheared off. I am going to pull it apart tomorrow and see about replacing it.

Hopefully that'll take care of it.
