MF 41 Dyna Balance Sickle Mower OVERHAUL

I just purchased a MF 41 Sickle Mower that needs restoration before using. My question to anyone familiar with this model Sickle Mower is: The pulley on the Wobble Box is a Two Part Pulley. I have gotten the Outer portion off with much PB Blaster and a gear puller. The Inner portion of the pulley is holding tight to the shaft. Is there more holding the Inner portion, than the center shaft and a half-moon key on the shaft?
