Get another look at the lever that connects the touch control to the valve on the pump at the bottom of the sump. It's a very long cast lever, and on all of my 8N tractors, that lever was bent. It should be straight. If it;s bent in an arc as it connects to the intake and exhaust control lever it could easily pop out, or move the valves further than it should. You probably had one valve or the other jammed, and got it back where it belongs by fiddling with it.
The correct fix is to straighten the long lever, replace anything else that is worn in the linkage under the top cover, and re-adjust the linkage. Zane has a jig, that helps. Even more valuable are his instructions that are provided with the jig. It is possible to adjust the linkage using only the instructions in the operators manual or the FO-4 manual.
