The governor is the heart of proper engine control. It keeps the engine running at the speed at which you origonally set the throttle lever. It also automatically advances the engine speed if the the engine starts to slow down under load, ie, like plowing or pulling a heavy load. Your governor may need to be rebuilt as the parts do wear out .The four balls inside can get flat spots just like the two plates that they work with It is less expensive to purchase a whole new governor and rods than to rebuild the old one.the replacement parts can add up to more than a new one you can find new governors for the 9n on "Yesterdays Tractor". The engine will not run smoothly without it as it needs a contoler to continually keep the engine speed at the proper rpm
