From what you are indicating, if an INCORRECTLY polarized generator is connected a partially charged battery & VR and spun at 1500 rpm engine speed there is more of a likely chance of burning up both the Generator and VR, than if connected to a fully charged battery.
{That is your conclusion, not my statement, as regard the full versus partially charged battery. Further, generators are fairly robust & I expect that the regulator will be the most likely to suffer.}

Still have the Simpson analog voltmeter with needle movement that I got in 1955 and still works for bench testing the generator output.

Still believe the motor test is the best method to check if generator will work properly, but the generator can rotate CW or CCW. {Sure you can spin it in either direction with you hand, but you can't make it motor or generate in a CCW direction without modifying the generator internal connections. You haven't tried to motor your N generator with +/- and -/+ connections or you would know that you can ONLY make it spin in a CW direction, regardless of connection polarity. Motoring is a 'reasonable' test, but the fields could be open & it will still motor on residual alone, but not generate significantly.}

Made a wood tractor back in 1955 and used two 6 volt generators and two 6 volt batteries, one generator/motor on each rear wheel to motor the vehicle.
One generator/motor rotated CW and other CCW. It made the corners better than the Wood tractor my friend made using a solid rear axle and a horizaontal shaft lawn mover gasoline engine. {Then you either modified the generator or it wasn't of the tractor/automotive type that we are dealing with here...no CCW. Maybe permanent magnet?}

Since the manual procedure is based on the generator connected to the battery and VR, understand why it doesn't indicate which battery terminal to connect to generator terminal to polarize. However,if bench polarizing would be easy to connect + battery terminal to generator terminal by mistake. Seems like there are four possible combinations with a two terminal generator and only possiblies with a single terminal generator. {You know, ........I suppose that a person without any knowledge of what he/she is doing, given a battery, wire, and a generator could do just about anything with them, some that even I can not imagine.}
