Governor Leaking Around Throttle Arms

The governor on my 51 8n is leaking oil around the throttle arms. It's not a tremendous amount and, oddly enough, the leak has slowed dramatically since I changed the engine oil and replaced with Shell Rotella T 15w-40.

Additionally, the throttle arms are wobbly - they wobble perpendicular to the rod they sit on. I'm assuming there's no way to tighten them without getting inside the governor housing, correct? Moreover, the leak is probably a worn seal/gasket that needs to be replaced, right?

The governor response time isn't immediate, but it doesn't bounce back and forth or lunge and it does respond to changes in the engine load.

What I'd like to know is:

1) is this leak because of a worn seal/gasket that needs to be replaced;
2) can this be done without completely disassembling the governor;
3) can the throttle arms be tightened without disassembling the governor?

I assume that it is because of the worn seal/gasket and that it cannot be replaced nor the arms tightened without disassembling the governor, which leads me to:

1) If I'm going to disassemble the thing, I should do a rebuild, correct?
2) Should I go with one of the "deluxe" rebuild kits, it should I just get the basic kit - balls, gaskets, etc.? There's a hefty price difference, which makes me wonder if there's really enough difference in the rebuild job to justify the expense.
