The pressure relief opens when pressure is too high (40+ PSI) so clogged is not a problem. The thought that it might be stuck open did occur to me which is why I asked you to let it warm up - hot oil might possibly free it if it were stuck. You still haven't given us useful data. Did you warm it up and if so what did you observe?
