Sounds like you might be living in a golfing community or similar area. Anyway, it's nice that the people there can use the golf carts to get around. That's a luxury not everyone has. If you tried that here, you would cause problems with traffic flow and may get smacked by a motorist. Running farm equipment around here on the roads is dangerous enough in itself and this is somewhat a farming community.
Were it me, I would get a nice golf cart and join right in. How nice that would be. You can drive one of the carts for quite a ways before having to refuel. Getting in one and out of one is way easier than having to climb up on tractor. Maintenance would be easier too I would think.
I can think of a bunch of reasons I would rather have the cart over the tractor for local running around. storage needs, comfort, ease of use, safety, carry passenger, fuel consumption, and on and on and on.
If you buy an old tractor that needs considerable doing up, it may be some time before you could get it on the road. If you get a cart, you should be able to use it right away.
I'm a tractor person to the point of using them on the place here but I wouldn't recommend them as a means of frequent travel around the community, at least not around here.
