I have not got a spring there and checked my disassembly pics from two years ago and sure enough, there is a spring attached to the lever on the throttle rod at the friction plate. This would be problem number one.
No doubt there will be some adjustment required as well as the carb and throttle linkage is from the tractor but the governor setup is fro the donor engine. Will keep Walts ideas in mind when making any necessary adjustments.
