Practically, with a front distributor, no.

But......

You can scribe marks on the front pulley & timing gear cover w/ #1 at TDC. I did that w/ my last engine rebuild.

Don't have a picture handy, but the concept is the same on my A Model Ford. Find TDC, mark the pulley & have a reference point.

BTW, this is the stuff retired guys do who have nothing to do & all day to do it. It's easier to just pull the distributor & set the timing; once it's set, you don't really need to worry about it until you change the points.
