Tony, I have seen before, but if I ever knew what it was for, I have forgotten. It might be some sort of under-shoot device to keep the carb arm from pulling too for forward when gov is trying to throttle back. Play with it a little & maybe you can observe behavior. Does it try to flex/bend the flat strap before carb goes all the way to idle?
