No fuel pump lobe on tractor cams but there were industrial engines that did have it. You could get one of those or find out what is involved in putting cam bearings in a tractor engine. Free rotating valves are only better if they are done properly which is a fair amount of work. 12 volt conversion or not only you can decide. There have been many discussions about that and I would say do what you will be the most satisfied with.
