something knocking in my engine?

Hi everyone

I am having problem again with my 1940 Ford 9n
I am still waiting for my new rad to arrive
my engine was knocking close to the governor, I did replace thje governor and still have the same problem, it's start first shot but knocking around the governor area and the engine does not have is full power, all plugs have the same compression and good fire. could my electronic system causing the problem? when removing the governor there was a bit of metal in the cup? I remove the oil plug to see if there was any metal in the oil and no it's perfect, could it be a gear?
