You've got it right. The chrome emblem was used up until about '52, then came the stamped steel one that was painted. Here's a picture of one of the late style emblems (not painted correctly)-


There are aftermarket emblems available (have been available for many years) that are made of painted cast aluminum to look like the later steel emblems, but they were never an original item. Here's what Randy(PA) said about the emblems after checking the Ford design prints:
"The 8N-16600 was zinc die cast with three studs that went straight rearward. The edge and Ford were chrome plated bright. In early 1951 the 8N-16600-B was released, and was 22 gauge steel (.0239"). It had two 5/8 long, 3/16 diameter steel studs welded on, and they were square to the surface, not straight rearward. The plate was painted all over argent M-2J-34 (after 3/52 this is what's in the note), and the background was M-2822 vermillion red on a lightly stippled surface. This would have been added with a tool, I suppose to match the lightly stippled surface specified in the die cast version. The -A was added to the 8N-16600 drawing when the -B design came out in 3/51. There is no sign on the drawing that the steel version was ever plated, but seems to have always been painted. I think it must have been only the color spec that changed in 3/52. This does not mean that there absolutely were no deviations allowing a supplier to supply some with plating, but that is not covered by these drawings. Both were 4.4 inches wide, overall."
