Thanks for the response. The plate does indeed have brand new o-rings from my local New Holland dealer. The oil as seen in the photo is WD-40 I sprayed on the plate to keep rust at bay until I get that painted.
As for the fasteners, the book calls for screw studs. Needing to get the piece tested, I simply used the bolts that held down the accessory. What came off, and I am calling the accessory, is the very rare remote hydraulic valve as seen in the link below.
