Well before 1941. Prototypes were flying in 1937. By Pearl Harbor there were already B-17's deployed to Hawaii and the Philippines.
The early ones, of which the Smithsonian has a rare survivor, were undergunned and had a distinctive tall tail. The F and G models that bombed Europe were a vast improvement in armament and had the Norden bombsight, too.
