No seal, but the mechanical parts of friction assy will provide a better barrier to water entry than the felt at the draft control plunger, for sure. Most operated 40 to 50 years without much trouble, so no big concern to me. I slather a bit of chaassis grease on moving parts & call it good. I do keep all my tractors under shelter.
