If you have been doing a year long restoration, then you should have the FO-4 service manual. It has a good section on adjusting the carb. By the time you get her running good you will be a mechanic! The main thing is having fun and learning.

The engine should run with both jets set at 2 turns out, usually some fine tuning is required, but you nay have other problems.
Remove the drain on the bottom of the carb and measure the fuel flow with the fuel shutoff valve set to two turns open. You should get a pint in 2 to 3 minutes.

You are saying "i'm assuming".. Don't assume anything. It can cost a lot of money assuming!

A lot of carb problems are fixed by getting a better spark out of dist.
