I'd check for pump prime first by removing the allen head bolt from the top of the pump, disconnect the coil wire, and turn the motor over. If pump is primed, fluid will pump out of this hole when turning motor over. If not, then it won't. If not, turn motor over until you don not see a a lot of air coming out of hole, then start motor and air will gradually be removed from system as you raise and lower inmplement. Some other tricks also. But I'd try this first.
