Flywheel bolts to rear flange of crankshaft. The ring gear is as it sounds, a metal ring with gear teeth, which fits tightly around the circumference of the flywheel. It is this gear that the starter engages when starting. It is basically a shrink fit and sometimes not tight enough & will slip, thus ring gear is turned by starter & it just slips on flywheel and flywheel and engine crankshaft remain still. You said earlier you could look in and see flywheel turning, but some of us suspected that perhaps you saw ring gear turning but not necessarily the flywheel turning. So look again with good light. You can see both thru the timing hole (photo).
