I would do a lot more looking around and testing before removing the pump. Make sure the PTO is engaged. Is the PTO shaft turning? Look around inside through the inspection covers with the tractor running and see if there is any movement in there. It's usually a lot easier to figure out what the problem is with a whole tractor, rather than looking at a bunch of loose parts.
