If the gov pulls back when you manually open the throttle, that means the internal part of the gov is functioning. If the speed does not increase in the first part of the quadrant the linkage needs adjusting. Make sure the spring connecting the two arms is set correctly. The should be no slack and no preload. The only way to adjust the tension is to bend the hooks on the spring. If the spring is adjusted correctly and the speed still does not come up quick enough, bend the arms connecting the gov to the carb to shorten it.
